Dr. Patricia B. Licuanan

Vice Chair

Dr. Patricia B. Licuanan is a social psychologist, educator, and women’s rights and empowerment activist. As an academic she has been professor and chair of the Department of Psychology and academic vice-president of Ateneo de Manila University and president of Miriam College. She has played leadership roles in the women’s movement both nationally and internationally, serving as chair of the National Commission on the Role of Filipino Women and the United Nations Commission on the Status of Women as well as NGO networks in the Asia and Pacific region. At the United Nations Fourth World Conference on Women held in Beijing, China in 1995, she led the negotiations on the Beijing Declaration and Platform for Action, the most comprehensive and progressive global blueprint for women’s rights and empowerment. She was Philippine Minister of Higher Education from 2010 to 2018.
